This workshop will provide an overview of how Congress works in the real world. It will provide students with an opportunity to learn about both the formal and informal ways that Congress does its work. Topics will focus on: it’s core policymaking activity such as oversight, appropriations, and legislative development; it’s institutional organization including committee structures, the role of leadership and caucuses; it's shaping of the public narrative through the media (traditional and new); how advocacy towards Congress works by constituents, lobbyists, donors and interest group activists; and it’s political engagement, including use of partisanship and elections. Joel will bring a practitioner’s viewpoint to this course, including personal experience as both a senior Senate Legislative Assistant, where he won a ‘congressional staffer of the year’ award from the Military Officers Association of America, and as a Deputy Assistant Secretary of State for Legislative Affairs, where he was the senior official in the Obama Administration’s State Department handling the House of Representatives.
