Narrative Control, Federal Power, and Accountability: A Conversation on ICE & Minnesota

This forum extends the previous policy seminar’s deliberative discourse by centering on the ongoing response to the fatal shootings involving Immigration and Customs Enforcement (ICE) agents in Minneapolis. The incident has generated widespread public protest and political debate, particularly around transparency, accountability, and the legitimacy of official investigative narratives. Focusing on questions of narrative authority, the forum will examine how federal decisions to assume exclusive control over the investigation and restrict state access to evidence have raised concerns about independent oversight and public trust. Conflicting accounts from federal officials, state and local leaders, and community witnesses have further fueled skepticism and demands for transparency. Taken together, these dynamics highlight the political economy of narrative power, illustrating how federal institutions can shape interpretations of violence, limit scrutiny, and influence perceptions of justice.
